Minutes of April 3, 2008

Present: Scalzo, Elpern, Barrows, Lemme, Zaborowski

The meeting of the Committee on Housing and Community Development of the Danbury Housing Partnership was held in Danbury City Hall, Planning and Zoning Department conference room, 1st floor, on April 3, 2008. Chairman Scalzo called the meeting to order at 2:10pm.

A motion to accept the minutes of March 6, 2008 was made by S. Zaborowski, seconded by C. Barrows, passed unanimously and placed on file.

Chairman Scalzo suggested that committee members review the Annual Report of the Housing Partnership section of the Housing and Community Development submitted to the Common Council. Mr. Scalzo would like the committee to reconsider a section of the Housing and Community Development 10 year plan:

- in Year Two: Under permanent Housing: “Create educational programs for land use officials regarding the removal of barriers to affordable housing.”

Chairman Scalzo believes this section should be placed with the Public Relations, Marketing and Education Committee. The committee members agreed to this, and a memo will be sent to the Housing Partnership regarding the changes. Chairman Scalzo would also like the committee to address Year 3-10 permanent housing plan. Though significant progress has been made in the development of approximately 106 units that exceed plan goals for years 1-4, the committee will spend time in clarifying the needs and development of more affordable housing by focusing on years 3-10.

Mr. Scalzo indicated that the Housing Partnership is in the process of developing transitional and permanent housing for homeless veterans, and that our committee needs to focus on what is actually in the community that can be utilized for future housing. Mr. Scalzo proposes that a Housing Possibility contact sheet be created of local contractors, developers, land and property owners to survey what is actually available have discussions/meetings with individuals to access and propose a working relationship to develop affordable housing.

Suggestions of future speakers include Gus DaSilva, follow-up with Joe DaSilva, Jim Dunn on the Scuppo Road Project, and any other development that may be placed with Planning and Zoning, etc. Chairman Scalzo requested that committee member’s fax or e-mail any names of potential housing individuals for further discussion at the May 1st meeting.

There was no further business to report. A motion to adjourn was made by C. Barrows, seconded by G. Lemme, passed unanimously.
