Minutes for November 5, 2008

The meeting of the Committee on Housing and Community Development of the Danbury Housing Partnership was held in Danbury City Hall, Planning and Zoning Department conference room, 1st floor , on November 5, 2008. Chairman Scalzo called the meeting to order at 2:15pm.

The approval of the minutes of October 8, 2008 will be reviewed at the next monthly meeting.

Staff provided information data on Chapter 124b Incentive Housing Zones for all committee members to review and discuss. Both Paul Scalzo and Dennis Elpern were familiar with this document and provided their interpretation regarding local zoning regulations and how Danbury and developers could benefit from this law.

Mr. Elpern indicated that there is a problem for Danbury to utilize Chapter 124b with references to density bonus, parking restrictions, 25% bonus options, special zoning regulations, mix-use properties, etc.

Mr. Elpern and Mr. Scalzo also discussed Section 8.30g of the Connecticut General Statutes vs. this Incentive Zone regulation and how they could be used in promoting or applying for the affordable housing status.

Mr. Scalzo will provide more information on the property/zone map update for the December subcommittee meeting.

The Housing Partnership will be assisting in promoting the annual Project Homeless Connect event scheduled for Wednesday, December 3, 2008, located at the Danbury Elks Lodge from 9:30 to 10:00 opening ceremony and the event ending approximately 3:00pm. A light breakfast will be served and lunch provided to all participants and agencies in attendance.

The next meeting for the subcommittee will be held on Thursday, December 4th. Staff will need to assess revisions and any additions that may need to be addressed for Common Council updates regarding our committee’s tasks in the Ten Year Plan within the next 30 days.

There was no further business. A motion to adjourn was made by P. Scalzo, seconded by D. Elpern, passed unanimously.
